So far, there has been no discussion between Mr Biden’s representatives and the Russians about the treaty, transitional officials said, based on what Mr Sullivan referred to as the tradition of “one president at a time”.

Talks between the Russian Ambassador to the United States and Lt. General Michael T. Flynn, Mr. Trump’s first national security advisor, led to initial investigations into the government’s dealings with Russia four years ago. Mr Biden’s team said they had been diligent in avoiding contact with foreigners on important issues until the afternoon of January 20th.
The idea of pushing a separate missile deal with Iran isn’t new, but Mr Trump made no effort to negotiate any borders after pulling the United States out of the nuclear deal in mid-2018.
Mr Sullivan and Daniel Benaim, who served as Vice-President Advisor to Mr Biden in the Middle East, argued in an article on foreign affairs in May that the United States, under a new President, should “immediately restore nuclear diplomacy to Iran and save what it is.” from the 2015 nuclear deal, ”and then work with allies and Iran“ to negotiate a follow-up deal ”. At the same time, the United States would support a so-called “regional trail” of negotiations that would include Saudi Arabia, Iran’s main competitor in the region, and one of the main objectives of its missile program.
Any attempt to revive the Iran deal will undoubtedly open a new break with Republicans who have already argued that Mr Biden was tied to a flawed nuclear deal. But the deal was never a contract – it was an executive arrangement that Mr Trump abandoned through a declaration – and its restoration could also be done by order of the executive branch.
The key question is whether the Iranians are ready to go back to the old deal. It was largely unpopular in the country where many believed the United States never intended to allow Tehran to enjoy its economic advantages. And Iran is on the verge of its own presidential election, in which a tenacious Air Force officer from the Islamic Revolutionary Guards Corps is one of the leading candidates. It might be politically impossible to get back to the boundaries of the existing deal before the elections without withdrawing some form of redress from the United States for Mr Trump’s decision to re-impose sanctions.
Urged by his interviewer Fareed Zakaria, why the 2015 deal did not ease tensions and a new collaboration with Iran, Sullivan rejected the idea that the Obama administration had expectations beyond the limitation of the nuclear program.
